Child Care Partnership
“Child care providers who participate in the Child Care and Development Fund (CCDF) and Early Head Start/Head Start programs have been working together for many years to meet the needs of children and families. The Early Head Start-Child Care Partnership (EHS-CCP) initiative brings together the best of Early Head Start and child care through layering of funding to provide comprehensive and continuous services to low-income infants, toddlers, and their families. EHS-CCP enhances developmental services and supports for low-income infants and toddlers, and their families, by providing strong relationship-based experiences and preparing them for the transition into Head Start and preschool.'“
Head Start
“Head Start promotes the school readiness of young children from low-income families through agencies in their local community. Head Start and Early Head Start programs support the comprehensive development of children from birth to age 5, in centers, child care partner locations, and in their own homes. Head Start services include early learning, health, and family well-being.”
Early Head Start
“Early Head Start programs provide family-centered services for low-income families with very young children. These programs are designed to promote the development of the children, and to enable their parents to fulfill their roles as parents and to move toward self-sufficiency.
Early Head Start programs provide similar services as preschool Head Start programs, but they are tailored for the unique needs of infants and toddlers. Early Head Start programs promote the physical, cognitive, social, and emotional development of infants and toddlers through safe and developmentally enriching caregiving. This prepares these children for continued growth and development and eventual success in school and life.
Following the general Head Start model, Early Head Start programs support parents, both mothers and fathers, in their role as primary caregivers and teachers of their children. Programs assist families in meeting their own personal goals and achieving self-sufficiency across a wide variety of domains, such as housing stability, continued education, and financial security.”

Eligibility into programs is based on family income and other qualifying factors:
Children must be age 0-5.
All foster children and those experiencing homelessness are eligible.
Families must reside in Mercer or Summers counties.
Pre-K classrooms are also available and are open to residents of the two counties.
We accept a limited number of children who have income above the income guidelines.
Education
Programs are designed to foster intellectual, physical, social, and emotional growth through site- and home-based programs. Services enhance school-readiness.
Family Services
Services are offered to link families with related community resources.
Parent Engagement
Parents are their child’s first and primary educators, and we help facilitate that process and work with families to build their skills.
Mental Health & Disabilities
The Program offers services to children and families to meet their emotional and behavioral needs.
Nutrition
Children are given two nourishing meals each day- Breakfast and lunch- Parents are educated in providing healthy meals and snacks to their child. Head Start programs provide nutritious meals to children in their care. The Child and Adult Care Food Program (CACFP) aims to improve the quality of these meals and make them more affordable. Under the CACFP nutrition standards, meals and snacks should include a great variety of vegetables and fruits, more whole grains, and less added sugar and saturated fat. The standards also encourage breastfeeding and better align with the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
Comprehensive Health
The program provides vision, hearing, dental, and speech screenings. Screening and assessment provide valuable information about each child's interests, strengths, and needs. Screening gives a snapshot of whether the child's development is on track. Assessment is an ongoing process that includes observation and provides information about development over time. Systematic, ongoing child assessment provides information on children's development and learning. It helps inform curriculum planning, teaching, and individualizing for each child across all Head Start Early Learning Outcomes Framework domains.

Transportation Services
Transportation services are provided to all Head Start children. Head Start transportation teams have an important job. Each day, safe and reliable transportation services can be a child’s first interaction with Head Start and Early Head Start programs. Not only do transportation teams have to ensure that buses are safe and routes run on time, they also must supervise children.
Expectant Mothers
Early Head Start provides home-based services to expectant mothers and educating them for delivery of their child.
